**The Official GJOS Standard & Certification Framework**

**I. Purpose and Scope**

The Global Joule Operating System (GJOS) architecture is released under a Creative Commons (CC BY-SA 4.0) license to ensure maximum transparency, global collaboration, and the elimination of proprietary bottlenecks. However, physical deployment of a Joule Eco-Industrial Park (J-EIP) directly impacts sovereign infrastructure, energy grids, and human livelihood.

To prevent fragmentation, operational failure, or the deployment of structurally unsound "unofficial" variants, the **GJOS Certification Layer** has been established. This framework dictates the mandatory standards required for any physical hub to be recognized as an officially sanctioned, mathematically secure GJOS Node.

**II. Open-Source Theory vs. Certified Implementation**

 * **The Open Framework:** Any entity may study, adapt, or iterate upon the Genesis Documents for theoretical, academic, or non-commercial research purposes.

 * **The Certified Implementation:** Any government, municipality, or private enterprise seeking to build a physical J-EIP and connect it to the broader GJOS network must pass the Certification Standard. Only certified nodes are granted the designation of **"Official GJOS Node"** and integrated into the overarching network.

**III. Core Baseline Requirements for Certification**

To achieve and maintain Certified status, a facility must prove absolute adherence to the following structural pillars:

 1. **The Thermodynamic Constants (The Golden Rules):** The hub's internal accounting must utilize the definitive Joule standards without manipulation or localized inflation:

   * **The Mechanical Rule:** 1 kWh = 3,600,000 Joules

   * **The Biological Rule:** 1 kcal = 4,184 Joules

 2. **The 100% Accountability Threshold:**

   The system must demonstrate, via audited simulation and live stress-testing, the capacity to maintain a 100% System Survival Rate. The pilot must mathematically prove that zero citizens will fall below the baseline funding requirement for biological and mechanical survival, even during periods of maximum mechanical handicap or population surge.

 3. **Fiat-Independence Protocol:**

   While external capital may be used for initial Phase 1 infrastructure construction, the internal operational economy of the hub must be entirely closed-loop. All internal value exchange, labor tracking, and energy distribution must be executed purely in Time-Credits (Joules).

**IV. Governance, Auditability, and AI Oversight**

A Certified GJOS Node cannot operate in a "black box." It must submit to continuous, real-time auditing to guarantee integrity to the host nation and the public.

 * **Hybrid AI Oversight:** The facility must run the standardized, multi-layered AI stack (Sentinel, The Maker, Oversight) to monitor production plants and labor hubs. This removes human bias from the calculation of Honest Output.

 * **The Transparency Mandate:** The node must continuously broadcast its Sovereign Wealth generation, deficit buffering, and operational status in real-time, aligning with the Global Empathy Matrix standards.

**V. The Genesis Authority**

As the foundational blueprint of the system, the initial implementation authority and standard-setting body resides with the Origin Architect. The Spanish Town J-EIP serves as the "Genesis Node"—the primary reference model and active beta-test against which all future global nodes will be audited and certified.

Facilities that fail to maintain these mathematical and structural baselines will have their Certified status revoked, ensuring that the GJOS name remains synonymous with flawless thermodynamic execution and absolute systemic stability.
